Add CHANGELOG entry for DynamoDB account-based endpoints. #39505

Description

Adds a CHANGELOG note about DynamoDB account-based endpoints. Also adds a CHANGELOG note for the Go 1.23.1 upgrade (https://github.com/hashicorp/terraform-provider-aws/pull/39432).
