Added support for test step notes. #16

This PR adds the ability to have notes attached to test steps from terraform definition, which is useful when for example looking at terraform-created steps from web ui or other location.

Added a test as well as put the mention in documentation, it should be complete now :)

Anything else I should change? Docs change etc. is included.
