As a non-member i cannot remove the label, and it seems that whoever is in charge of monitoring the issues, rightfully, ignores this label.
I'm opening this issue to bring to the attention that 3rd party users that report issues cannot remove the label, hence issues might end up in a limbo for an undefined time period.
Did i miss something in the process?

Not a bug. I recently opened https://github.com/hashicorp/vagrant/issues/13318 but after the first response the issue has been labeled with "waiting-reply"
