Add missing UI support for consul secret engine #14077

Is your feature request related to a problem? Please describe. The consul secret engine works fine but the only way for end users to generate tokens is via the cli. If generating tokens were supported in the UI then it would be a smoother experience for operators who need to access tokens, often for emergency troubleshooting.

Describe the solution you'd like Consul secret engine, once configured, supports basic operations such as defining/editing/removing roles and generating credentials.

Apologies something odd in my git setup has made it think there are two contributors which I will fix
