No moderator -> email to admin #8

Send emails, that are not assigned or assignable to any moderator, to administrators (group!) only.

added a third escalation block:

  1. get the assigned moderator for the selected country
  2. get the persons with the 'user_admin' flag set, if no country is selected or no moderator is assigned to that country
  3. get general admins by role, if no user_admin was found
