Standardize use of yarn for client repo

What: Half of us are using yarn and half of us are using NPM, which is incorrect.

Why: We need to manage dependencies with ONE package manager not two or we're going to have a bunch of dev issues

AC:

• Take yarn-lock out of gitignore and commit it
• Move package-lock into gitignore
