Sets up github actions for CI

[x] change README badge (?)
[x] set up build matrix (should it build on mac os too?)
[ ] of course still need to port this to the other repos (just putting this here as a reminder for now)
[x] look at anything else in the travis CI config that should be ported over
[x] Build caching/optimization?

Clearly some of these tests are intermittently failing. Probalby need to dig into that soon
