Please bump `base` to allow `4.14` #189

I have successfully compiled with ghc 8.10.3 and base-4.14.1.0.

If you are able to bump this (as well as quickcheck as mentioned in #166) and release a new version, it will allow us to better support packaging this in gentoo.

The latest revision (and some previous ones) on hackage supports GHC 8.10.
