Increase upper limit of "base" dependency version to support GHC 8.10 #58

I noticed you pushed a revision with this change to Hackage, but don't see it in this repository, hence the PR.

It would be nice to get base bounds merged in the git too, but base bounds have been solved with a revision by @Bodigrim. So if you think you have been bit by this, maybe try cabal update.
