Bumping base and bytestring can be done in a revision.
Changing other meta data may need a release:
-O2

P.S.: Would be nice if I could test revisability already, but hackage[-cli] requires priviledges even in review mode:

Only dropping -O2 needs a release, so I abstain from it in favor of a revision.
