GHC 8.6.1 boot libraries missing from Hackage #179

The following boot libraries (which are bundled with GHC 8.6.1) appear to be missing from Hackage:

Also, do you have more information on which cabal bug prevents uploading ghc-heap-8.6.1 to Hackage?
