Gaps in communication wrt uploading packages #277

The upload page https://hackage.haskell.org/upload says that only a Hackage account is needed to upload a packaged and it recommends to upload a package candidate first. Trying to upload a package candidate fails saying "Forbidden".

you also need to be in the uploader group, as is explained on the registration page: https://hackage.haskell.org/users/register-request
