Request `time` bump for `uuid` #344

The HVR library uuid works with time-1.12, and a PR was submitted on August 10 for bumping the bound, but there has been no response. I request that the bound is bumped.

GHC 9.4 is shipping time-1.12 as a boot library: https://gitlab.haskell.org/ghc/ghc/-/wikis/commentary/libraries/version-history
