ChasingBottoms: Bump base dependency for ghc-9.10

https://hackage.haskell.org/package/ChasingBottoms has a dependency base (>=4.2 && <4.20), preventing it being compiled with ghc-9.10.

It only needs a base dependency bump because a dependent package builds with a cabal.project file with:

allow-newer:
  ChasingBottoms:base

Have sent email to the author at the email address listed on the web page for the package.

Yeah, the great Swedish Summer! Folks tend to take 5 weeks consecutive vacation here... @nad is my colleague, so I'll take any blame for going ahead and relaxing base.

Pushing "ChasingBottoms.cabal" (ChasingBottoms-1.3.1.14~1) ... Hackage response was (after 0.999 secs): Changes in this revision:

* Changed the library component's library dependency on 'base' from `>=4.2 && <4.20` to `>=4.2 && <4.21` * Changed the test suite 'ChasingBottomsTestSuite' component's library dependency on 'base' from `>=4.2 && <4.20` to `>=4.2 && <4.21`
