Add skeleton for zodiac-raw #45

For signing/validating raw HTTP requests, on top of hadron. This will be used by eminence to parse requests forwarded from aperture and will either include or be used by a CLI tool to sign HTTP requests from scripts. This PR is just the skeleton, no functionality yet.
