Revise 1.0.3.0/1, to allow happy-1.20 #13

Oops, did not see that there is already an open PR, #12. (I routinely check open and closed issues, but do not remember to look at the open PRs.)

I filed #14 to prepare for release of 1.0.3.2.

After communication with @hvr the bump of happy to <= 1.20 will not be a release, but just a revision.

The revision is detailed in 4f030cdc7fed0e7a8f1ed177a46ee7ecccb24212 (and fixup de2db134582961568df15731855e3820fdfd3983).
