Offering maintainership #29

Hello,

This package appears abandoned, and I would like to offer myself as a maintainer, both on GitHub and on Hackage.

I am a maintainer of several Haskell packages, including Cloud Haskell and beam.

My priority would be to ensure that repa and related packages compile with GHC versions up to 9.10. Subsequently, I would like to implement a finite-difference time-domain solver using repa, if you must know.
