This is fixed upstream, but not backported to amazonka 1.6. I created a branch where I vendor amazonka-core and backport this on my own repo: https://github.com/hasufell/cabal-cache/tree/main

I've built binaries from this: https://downloads.haskell.org/ghcup/unofficial-bindists/cabal-cache/experimental5/
