Add Stack 2.15.0.1 pre-release to GHCup metadata #170

See https://github.com/commercialhaskell/stack/issues/6397#issuecomment-1913590580. However, I assumed, like Stack 2.13.0.1 before, it was prereleases that I should target.

I've read the README.md and I think I have done everything that I have the authority to do; I am assuming that the manual running of GitHub actions and 'signing' is for others.

@mpilgrem can you push he branch to the main repo? Otherwise I can't run the manual bindist action.

@hasufell, I don't have authority to push anything (including branches) to https://github.com/haskell/ghcup-metadata.git.
