Fix #253:

allow GHC-9.0 (base-4.15)
include 9.0.2 in CI

@Mikolaj : Will you release this to hackage nowish, or do you plan to wait until cabal-install has been tested with GHC 9.0? I am asking because hackage-server (and hackage-cli) depend on hackage-security.

Releasing hackage-security is cheap, so I will release as soon as anybody asks me to.
