identical to https://github.com/haskell/haddock/issues/1229 fix was implemented in commit https://github.com/haskell/haddock/commit/bc962c945af2955402c8bed66ccb310f35a1e676 but that was never merged to the version of haddock installed by cabal install haddock

As a Hackage Trustee, I have created a revision for haddock-api-2.24.0 to prevent it from building with GHC 8.10.2 and up: http://hackage.haskell.org/package/haddock-api-2.24.0/revisions/

thanks @sjakobi! should I close the issue or leave it open as a reminder that that older commit needs to be merged into future haddock versions?
