Revert "Fix #783 Don't show button if --quickjump not present" #1522

This reverts commit 3ab18cf06ae9392eab1349675dab8a177f1412da.

This commit breaks the quickjump functionality on hackage.haskell.org.

It appears we still don't have a haddock-api release with this fix? It would be nice to have one, as currently hackage's docbuilder is building sad docs. cf https://discourse.haskell.org/t/question-about-hackage-searching/8793
