This accounts for the move of MacOS runners to AArch64 for the macos-14 image:

Use both macos-13 (x64) and macos-14 (AArch64) images.
Require GHC >= 9.2 on AArch64.
Make sure to install autotools on MacOS images (macos-14 seems to not have it).
