Add citation to semver.org #1

This document does not reference Semantic Versioning. In my experience, this standard is generally accepted for Javascript, Python, Ruby, Java, and generally reflects the practice of open source packages outside the Haskell ecosystem.

The only significant difference to me is our use of two digits for the major version number (and I don't really understand the origin of this or why it persists)

Thanks, while this is useful, I'd like to hold off on merging this for a bit, as I want to focus on formalizing the current text in terms of RFC2119 first.

PS: There's actually more differences beyond the 2-part major version number

This is done thru re-import of wiki version
