Add a fix for the JS backend cherry-picked from https://gitlab.haskell.org/ghc/packages/time/-/tree/wip/js-clock
Fix the wasm32 ci job. Apologies for not noticing the failure some time ago :/

Now that 9.6 is out, I'll have a look (#235).

OK, I've enabled ci-wasm32. Is there a way to force a run on the branch?

@AshleyYakeley Thanks for re-enabling it, now it's indeed fixed again. This PR should be good to go when the remaining native jobs are green.
