Cabal2nix Overhaul #9

This PR updates hasktorch-skeleton to match the changes to hasktorch outlined in https://github.com/hasktorch/hasktorch/pull/700.

Removed old, irrelevant nix code
Updated flake lock file to get new GHC and new libtorch
Updated cabal file to match new GHC and cabal
Added cudaSupport setting to compile project with CUDA
Created outputs for a devShell and a package

Once https://github.com/hasktorch/hasktorch/pull/700 is merged and this PR is reviewed I will add another commit to this PR referencing the hasktorch proper.
