Put RFC titles in HTML page titles #3318

In the HTML versions of RFCs (e.g., https://datatracker.ietf.org/doc/html/rfc6749), it would be helpful if the HTML page title (<title ...> element) contained the a full title of the document (e.g., "RFC 6749: The OAuth 2.0 Authorization Framework").

Consider how HTML page titles show up in (Google) search results, bookmark names, window/tab names, etc.
