Stop showing the generated proceedings for older meetings where they are not official #3322

When we began generating proceedings in the datatracker, we configured it to show what would have been generated for some older meetings so that the community and leadership could compare where we were going with where we had been. Those pages include a banner at the top noting that they are not official, and provide a link to the official version.

The need for this comparison has expired, and the pages should now simply redirect to the official proceedings for those older meetings.

This ticket was motivated by concerns from Greg Wood (amplified by Alexa Morris) about it being confusing that there were two places to find proceedings for a given meeting, and they looked different.

Fixed in [19182]:

Stop showing generated proceedings for older meetings that already had official proceedings. Fixes #3322. Commit ready for merge.
