Move the datatracker onto postgresql #3333

component_Datatracker: Infrastructure type_defect | by rjsparks@nostrum.com

Features available to django on postgresql is greatly outpacing those on mysql. We expect immediate performance boosts, and much better tools for further performance analysis.

This transition relies on first finishing the timestamp aware transition work tracked at #3329
