Schedule generator is not repeatable with constant seed value #3355

The schedule generator, by design, incorporates randomness and gives different results on each run. For debugging, repeatability would be helpful.

Seeding the RNG with random.seed() does not produce consistent results. This probably comes from converting between sets and lists/tuples or from unsorted database queries.
