Cross-linking agenda and materials editing #3369

I find (and heard presenters complain) it unnecessarily hard to find the material submission from the agenda view. The agenda view is a go-to point for participants, and they find the materials to view there, but uploading needs either a detour through the materials page (finding your WG again) or through the WG page and its meeting page.

I suggest that the "meeting materials" popup get a link to the editing page for logged in users. For example, there could be an "Edit" button next to the "close" button, or an edit link in the title.

(Yes, this is a duplicte of #2332 -- but I think what I propose is a more practical solution to it).
