Decide if we want to move to strict list membership equivalence. Right now we don't remove old list member access.

We probably need to provide configuration that would allow both the policy of

once on the group -> always able to see the archive.
only current group members can see the archives.

or possibly change the access rules so that a person can only see those messages from date ranges that align with being subscribed to the list (or member of a group).
