The linkification code does not recognize the first. This uses the angle brackets framing that is used to delineate possibly-ambiguous URLs, so this is surprising.
The linkification code recognizes the second, but includes the trailing '>' in the URL, which breaks the link. '>' is not a valid URL character so it should not have been included (though this is perhaps excusable as many links are rendered in text and UI without escaping).
