Test and deploy code in /wg/ #335

IETF75 code sprint produced replacements for several legacy scripts related to WGs and their charters (under /wg/). Those should be tested (to verify identical/close enough output -- some of these are parsed by machine), and fully deployed, and old code retired.

/a/www/ietf-datatracker/scripts/Night-runner calls "lynx --dump http://datatracker.ietf.org/wg[1]wg-charters.txt" to produce the version available via FTP (ftp://ftp.ietf.org/ietf[1]wg-charters.txt).

(BTW, lynx --dump wraps lines longer than 80 characters, which isn't good.)

But /a/www/www6s/scripts/ still has old Perl scripts wg-summary/wg-summary-text, wg-descriptions/wg-descriptions-text/wg-descriptions-wginfo; these are used to produce the version available via HTTP (http://www.ietf.org/download/wg-acronym-alpha.txt).
