Unpaginated drafts force manual submission #349

When someone submits a draft that does not have page numbers, the submission tool cannot report the number of pages. This forces the draft into the manual submission queue even though nothing else is wrong with the draft. Unpaginated drafts are completely legal, of course.

The result is greater work for the Secretariat for no good reason and delays in publication of drafts, sometimes by many days.

Proposed solution: if no page numbers are found, report "unknown" or, if numbers are needed, "1".

Fixed in the rewrite of the submission tool to ！Python/Django?.
