Submission tool enforces five-author maximum #350

There is a five-author maximum for RFCs, but not for Internet Drafts. I have heard a few times (but not attempted to verify) that the draft submission tool prevents drafts with more than five authors from even being submitted. If so, the tool is enforcing a rule that doesn't exist for drafts.

Proposed solution: if the tool thinks a draft has more than five authors, allow it to be submitted and only list the first five authors.

Fixed in the rewrite of the submission tool to !Python/Django?.
