Show dependency data in separate tab.

Notes of a conversation between Bill Fenner and Aaron Stone:
Currently lives at http://www.fenron.net/~fenner/ietf/deps/index.cgi
Bill prepared a tarball of the code
rsyncs the RFC and Draft corpi nightly
greps the corpi and inserts rows into a mysql database
queries the database to generate graphviz
turn the dot files into svg and pdf
only the pdf is currently shown to the web
could run the system on the datatracker server, put its tables in the ietfdb database
could rewrite from perl into python, since that's popular these days
could make the relationship database queryable from the django app
(Additional comment: Tero Kivinen also has a dependency tool)
