I committed a somewhat-working version, which picks all the same documents as the cgi version in my test case but picks different relationships to display.

It's almost unavoidable to pick different relationships unless you exactly replicate the order of evaluation. The set of documents is the same (or a small handful more), as verified by checking both algorithms against the 3,544 drafts that have either a "replaced_by" or "rfc_number" value.
