It's often necessary to manually put page breaks in to stop tables breaking across pages. This may also apply to other structures.
This could be fixed by something specific to tables (and anything else affected). It could also be fixed by a "keep" mechanism (together, possibly also with next), possibly as an attribute, that would improve xml2rfc in other regards.
