fix for issue #86 #87

addressing how parse_ini_file handles files that contain no ini-style data. issue #86

This PR would be perfect if you could create a branch from the develop one and not from master (you could see 5 old commits in the commit history). Could you please take care of it? Thanks so much :ice_cream:

sorry! i got caught up 'weekending' over the last couple of days and was planning on doing the branch off develop this morning but see you've already merged. sorry again if this caused problems.
