Conflict user login problem

Currently use grafana version: 9.1.1. I can not login because have an error log below

Found a conflict in user login information. 2 users already exist with either the same login or email: [admin (email:admin@localhost, id:1), ADMIN (email:ADMIN, id:2)].       

And try to solve with this guide https://grafana.com/blog/2022/12/12/guide-to-using-the-new-grafana-cli-user-identity-conflict-tool-in-grafana-9.3/

But when I try to ingest, it no success and throws an error log below:

Keep the following user.

conflict: admin
id: 1, email: admin@localhost, login: admin

The following user(s) will be deleted.
id: 2, email: ADMIN, login: ADMIN

Please advice how to resolve this problem. Anyone can help to fix with this problem ?
