Recorded videos stutter #367

Problem/Motivation

When MotionEye detects movement, the motion creates artifacts and stutters.

Expected behavior

smooth video

Actual behavior

I'll get someone walking and they will step forward, back, forward, back several times before jumping several steps forward. During this time the video sometimes shows images of the person in both places. This does not happen when viewing the video stream directly from the camera.

Steps to reproduce

I have HA 8.4 running on a RPi 3b+ with the MotionEye 0.18.0 add-on. The camera is a standard Chinese ONVIF (RTSP) security camera running over WiFi. The recordings are stored on a Samba network drive, which is an external USB drive plugged into an RPi zero W.

Proposed changes
