Surveillance Password Not Working

Problem/Motivation

(Why the issue was filed) The surveillance password doesn't work for streaming. I can use it to log into the webui but I can't use it to authenticate a stream either through chrome or vlc.

Expected behavior

(What you expected to happen) Surveillance password works

Actual behavior

Get username/password prompt again

Steps to reproduce

(How can someone else make/see it happen) Set username and password for surveillance user Go to stream url in browser Try to authenticat It fails
