Fixing issue 23 and 24

Moved mod_datum into tfsenc_read_datum.py and formatted function structures
Moved signal functions into tfsenc_load_signal.py
Moved return_stitch_index earlier so that stitch_index can be passed around as an argument for functions in read_datum and load_signal

Restructured and renamed encoding/regression functions

Added a summary.csv when doing multiprocessing to write prod/comp counts for 717 electrodes
