Tomcat: FIgure out the logging with log4j #333

log4j logs are currently not being written out.

There were also log files in the root directory. I moved these to /tmp/log4j - 
need to watch to see if files show up there again.

The log files are now being written out to the intended location.

Logging appears to be working properly but have to keep an eye on the log files 
to make sure that there isn't excessive file i/o.
