DataLoad: Add new alert type of sliding window. #462

Only alert option right now is fixed period (i.e. for 1 hour, 8-9am, 9-10am).

Want to add alert type of sliding window for 15min increments. 
(8-9,8:15-9:15,8:30-9:30) etc. So every 15 minute period the begin time is 
shifted.
