Anomaly detector: don't run learning when it is not necessary in #312

When you just touch any UI element there: image you starts learning somehow. It is not necessary. User don't need it. It breaks UX.

And yes, you get Can't start learning when it's already started error pretty fast.

Connected issue: https://github.com/hastic/hastic-server/issues/664 -- I think we can fix that first to easier test this one.
