Closes #374

There were multiple connection alerts when dashboard with multiple hastic-panels is opened. 63158860-d2d36080-c022-11e9-9cb5-32134d10ab13

add window object hasticUrlMap which contains all hastic urls and their statuses
check hastic url existence and it's status before showing an alert
refresh all panels with the certain hastic-datasource when it's status changes.
rename utlis to utils.
