Kill util-functions.sh #8

There are two clean-up commits in this PR:

  1. In a6936572 you accidentally introduced a reference to the PORTDIR variable while all references of that variable were previously removed.
  2. The functions from util-functions.sh library are not used anymore now that the logic of syncing the news has been simplified. So we don't need that file anymore.

We these clean-ups there are no auxiliary files anymore. Only some scripts in the postsync directory have to be installed. This is much cleaner.
