Add base-supergraph-on-applied flag to federation supergraph build commands #672

Description 📝

Next CLI release removes the implicit behaviour of using the applied build as the base supergraph version if none is provided i.e. We can no longer do

ddn supergraph build create --subgraph-version foo:f1 # INVALID

But should instead do

ddn supergraph build create --subgraph-version foo:f1 --base-supergraph-on-applied

The PR updates all references to commands used to create federated supergraph builds.
